VESSEL ID APPLICATION AND RENEWAL

All dragon boat owners are required to ensure that their boats have Vessel IDs, issued by PUB, which are not expired. Please read through the following flow-chart for the steps that you will need to take for the vessel ID renewal process.

RENEWAL OF EXISTING VESSEL PERMIT

Step 1

Engage a vessel inspector to inspect your boats to get the “Passed” Vessel Inspection Form for submission together with all your required documents for your vessel ID renewal.

Step 2

You will need to submit the following documents:

  • Application Form
  • Risk Assessment
  • Safety Plan
  • Annex 4 – Photos of your boat
  • “Passed” Vessel Inspection Form (by your boat supplier)
  • Insurance (if you have any)

Step 3

Submit all documents to PUB via their application webpage Application and Renewal of Vessel Permit for Entering Reservoirs (pub.gov.sg)

Step 4

PUB will inform boat owner in writing of the approve permit and an email acknowledgement (by the boat owner) to PUB’s term and conditions is required.

Process is then considered completed and the vessel permit is approved for the said period

Step 5

Inform SDBA that your application has been approved

REPLACEMENT OF EXISTING VESSEL

Dragon boats owners may do a 1 to 1 replacement of their existing boats if they are damage or beyond economic repairs. They need not wait until the expiry of their existing permits.

Boat owners must be certain which boat they want to replace as the existing Vessel ID will be deregistered and damaged boat scraped to make space when the new boat arrives

The process will be as follows:

Step 1

Inform SDBA in writing about your replacement intention. DO NOT make any purchases at this time until SDBA obtains an in-principal approval from PUB.

Meanwhile, you will need to project when your boat will arrive. Some factors to consider are internal procurement procedures, tendering & awarding process, manufacture & shipment. This may take 3 – 9 months to complete.

Step 2

SDBA will seek PUB’s in-principal approval for the replacement and advise when the boat could potentially arrive in Singapore. Only after approval is given then can the boat owner proceed with the replacement. There will be a time limit on the approval & SDBA will advise on a case by case basis.

Step 3

Notify SDBA on the arrival of the new boat and a new Vessel ID will then be assign by PUB (you cannot use back the existing ID no).

You will need to submit the following documents:

  • Application Form
  • Risk Assessment
  • Safety Plan
  • Annex 4 – Photos of your boat
  • Passed” Vessel Inspection Form (by your boat supplier)
  • Insurance (if you have any)

Step 4

Submit all documents to PUB via their application webpage Application and Renewal of Vessel Permit for Entering Reservoirs (pub.gov.sg)

Step 5

PUB will inform boat owner in writing of the approve permit and an email acknowledgement (by the boat owner) to PUB’s term and conditions is required.

Process is then considered completed and the vessel permit is approved for the said period

Step 6

Inform SDBA that your application has been approved together with the vessel ID issued
